Thrive Behavioral Health To Be Included In Rhode Island’s Federal Designation as Leader in Improving Access to Behavioral Health Services

State of Rhode Island granted $40.7 million in funding over next two years for continued development of Certified Community Behavioral Health Clinics

WARWICK, R.I. Thrive Behavioral Health, a leading provider of comprehensive mental health and substance use services, and one of six contingently Certified Community Behavioral Health Clinics (CCBHCs) in Rhode Island, is proud to announce its inclusion as a member of Rhode Island’s Certified Community Behavioral Health Clinic Medicaid Demonstration Program. The funding, provided through the Bipartisan Safer Communities Act, allocated a total of $40.7 million to the state over the next two years to enhance access to behavioral and mental health services. Rhode Island is one of 10 states chosen for the federal demonstration program.

This designation and continued investment from the federal government is the culmination of over a year of diligent planning and assessment of our current treatment infrastructure,” said Dawn Allen, Director of Special Projects and CCBHC at Thrive Behavioral Health. “We believe that access to healthcare is a fundamental right, and through this program, we will be able to treat the most vulnerable members of our community, regardless of their ability to pay.”

CCBHCs were created to transform mental health and substance use treatment across the country and provide sustainable funding for robust community outpatient mental health treatment. They are required to meet federal standards for the range of services that they provide. CCBHCs offer a no-wrong-door approach because they must serve anyone who requests care for mental health or substance use conditions, regardless of their ability to pay, place of residence, or age. CCBHCs increase access to 24/7 crisis and behavioral health care in the community.

The program reimburses CCBHCs through Medicaid for the full cost of their services at higher, more competitive rates than those previously received by community mental health centers for Medicaid-eligible individuals. This sustainable funding allows CCBHCs to offer a comprehensive range of services, avoiding the fragmentation caused by separate billing codes.

Thrive has partnered with the RI Executive Office of Health and Human Services (EOHHS), the RI Department of Behavioral Healthcare, Developmental Disabilities, and Hospitals (BHDDH) for more than a year, as part of a federal planning grant to help establish prospective payment systems for Medicaid reimbursable services, and prepare an application to participate in the federal program. This funding will support CCBHC sites scheduled to begin operations on October 1, 2024.
